It's a cheap throwaway song about getting high and being in a bad relationship.  And it's an instant classic.
The rumor about this song is that it was about Lightfoot's then-girlfriend, Cathy Smith, who was later involved with John Belushi, specifically in his cocaine-fueled death.  So, pretty much, she sounds like bad news.

But Gordon Lightfoot, Canadian treasure - and I am not overstating it by saying that - took a bad relationship and turned it into AM Gold.... (and opened himself up to samples).
